LULAC will place a petition on the internet to obtain 25,000 signatures on a
petition to U. S. Senator John Cornyn, and U. S. Senator Kay Bailey
Hutchison to request that the U.S. Attorney General reopen the Luis Torres
case. Luis Torres, 45, died Jan. 20, 2002 while in the custody of three
Baytown police officers. At the present time LULAC District VIII is
reconstructing it web page and plan to include the Luis Torres petition.

We the undersigned petition U. S. Senator John Cornyn, and U. S. Senator Kay
Bailey Hutchison, to request that the U.S. Attorney General reopen the Luis
Torres case. Luis Torres, 45, died Jan. 20, 2002 while in the custody of
three Baytown police officers. The Harris County Medical Examiner's Office
ruled the death a homicide due to "mechanical asphyxia with blunt impact
trauma." On May 2, 2002 the three Baytown police officers were no billed by
a Harris County grand jury in the death of Luis Alfonso Torres. On December
19, 2002, the Chief of the Criminal Section, U.S. Department of Justice
advised the Baytown Police Chief that the three officers involved in the
death of Luis Torres would not be prosecuted. The Hispanic community in
Texas demand justice in this case.
